How to obtain a Police Certificate–México

Ahora estoy en el paso de obtener un "police certificate". Pero me encuentro con muchas dudas al respecto, incluyendo definiciones. Las enumeraré a continuación:

1.- Si uno vive en México, al documento se le llama
"Constancia de Antecedentes Registrales"

Si uno vive fuera de México, al documento se le llama
"Informe de datos registrales". (aquí el link: http://www.cic.gc.ca/english/information/security/police-cert/north-america/mexico.asp)

Esto me hace pensar que son dos tipos de documentos diferentes por los diferentes pasos para obtenerlos.

No encuentro los mismos nombres en la misma página del Consulado General de México en Montreal, le llaman "Constancia de Antecedentes Registrales" y "Constancia de Datos Registrales" es esto lo mismo? aquí el link (http://consulmex.sre.gob.mx/montreal/index.php/es/antecedentes-registrales)

Me encuentro con diferentes nombres como:

- Constancia de Antecedentes Registrales
- Informe de datos registrales
- Antecedentes registrales
- Constancia de datos registrales
- Antecedentes registrales y de antecedentes no penales

Por otro lado... El certificado, La carta, El oficio, La constancia, El informe, etc, Son el mismo documento que se obtiene tanto para Federal como para Estatal ?

En la página del Consulado General de México en Montreal mencionan en el primer párrafo las dos instituciones que expiden este tipo de documentos, la Procuraduría General de la República (PGR) y las Procuradurías Generales de Justicia (PGJ) de los Estados de la República.

En la misma página mencionan en el título Constancia de antecedentes registrales y de antecedentes no penales y en el segundo párrafo mencionan “Para obtener el oficio referido para solicitar la Constancia de Datos Registrales, debe acudir personalmente a…” Así que me encuentro con esta duda para saber si es el mismo documento que necesito, de cualquier forma lo que en la página de Inmigración Canada lo que necesito es el Informe de datos registrales ya que me encuentro viviendo fuera de México.

En la página de la PGR (http://www.pgr.gob.mx/Servicios/Constancia/antecedentes%20registrales.asp) mencionan los requisitos para obtener este documento (y si es que es el mismo puesto que lo mencionan con otro nombre). No encuentro claro la diferencia si existe uno Federal y otro Estatal o es exactamente el mismo, puesto que mencionan que “A nivel estatal, la "Carta de No Antecedentes Penales", es expedida por las Procuradurías de Justicia de cada Estado.“

Recapitulando… y vamos en orden.

Lo que he recibido en mi email de parte de immigration canada es lo siguiente:

[X] Applicants in Canada who are 18 years of age and older and have resided in Mexico for 6 months or more in the last 10 years are required to obtain a Police Certificate from that country’s law enforcement authorities. Please visit http://www.cic.gc.ca/english/information/security/police-cert/index.asp or contact the Call Centre, toll free, at 1-888-242-2100 for further information on how to obtain a police certificate.
Please send the original police certificate to this office as soon as you receive it. All documents that have been written in a language other than English or French must be accompanied by an official translation.

If you live outside Mexico, the federal police certificate you will need is called the Informe de datos registrales. To obtain this form, you must send: 1) Two sets of original fingerprints that meet these standards:

• rolled and flat impressions of all ten fingers taken with black ink
• full name, date of birth and sex of the applicant
• the name and address of the police agency
• the signature of the officer taking the fingerprints

To have your fingerprints taken
If you are in:

• Canada: Please contact a fingerprinting agency, or go to the closest local police station.
• All other countries: Please go to the closest local police station. (In some countries the Mexican Embassy or Consulate will be able to assist you)

2) Three photographs of the front, and three of the right profile: passport size (With no makeup, earrings, glasses, beard, moustache, sideburns—no exceptions) 3) One legible copy of your passport’s bio-page (the page where your picture and full name appear). 4) Quote your file number, your name, date of birth, and the name of the visa office, Canadian embassy or consulate or Case Processing Centre where your file is. Tengo amigos que han tenido problemas por obtener este tipo de certificados porque necesitan mandar a algún familiar a los estados donde vivieron, muchos de ellos para evitar este tipo de retrazos no mencionan las otras ciudades en donde han vivido.
Haciendo una búsqueda en google, para saber más sobre el tema, me parece que he encontrado en un foro, la resolución a ciertas dudas, (con la debida fuente de información original) el vínculo del foro esta aquí http://www.canadavisa.com/canada-immigration-discussion-board/federal-police-certificate-mexico-t87078.0.html. Muchas personas deben de tener las mismas dudas sobre este tipo de certificados, como vimos arriba hay mucha información y como que no está debidamente ordenada, o parece confusa, parece que manejan diferentes nombres. Está la Embajada y el consulado en Canada con sus respectivas oficinas en México, está Immigracion Canada que siempre está ocupado para llamar por teléfono, tienes que estar llamando todo el tiempo para hacer preguntas y muchas veces no saben, suponen o te mandan a las mismas páginas web de arriba.

Hello CTrujillo,follow the instructions and send the requested documents as soon as possible. After the Canadian Embassy in Mexico City receives your package, they will request the Federal Police Clearance on your behalf. They will send it to Ottawa (give them about four weeks to get your Federal PC)...Be patiente, the next time you hear from CCP Otawa it will be for your passport request. (As long your criminal background comes clean).

They also requested me the Federal police certificates as well as my medical. And I follow the instructions on the web site and send everything already. But do I need to get the state certifactes as well? Because eventhough I will be traveling to Mexico soon I don't know if it would be necessary to get those as well. I'm so confused hope you can help me clearing this up.

Requesting Police Certificates from Mexico

Summary

This Operational Bulletin provides instructions to officers on new procedures for requesting police certificates from applicants who have lived in Mexico for six consecutive months or longer since reaching the age of 18.

Background

Currently, applicants are required to provide a Federal certificate from the Procuraduría General de la República (PGR), as well state-issued police certificate(s) from each state in which they have resided for at least 6 consecutive months since turning 18 years of age. However, state certificates have become increasingly difficult for applicants to obtain, and very few of which have actually indicated any positive criminality results.

Instructions

Effective immediately, individual state-issued police certificates should no longer be requested. Offices that process permanent and temporary residence applications from applicants who have lived for six consecutive months or longer in Mexico since reaching the age of 18 are now required to request both the Procuraduría General de la República (PGR) and Secretaría de Seguridad Pública (SPP) certificates. The SPP certificate is easier for applicants to obtain, and also includes a search for law infractions from state databases. Bien, parece que las principales dudas se han resuelto. Ya no piden este tipo de documentos por lo dificil de obtener para ciertos aplicantes y estadísticamente la infomación positiva criminal es muy baja. Así que, una vez más, la mejor respueta es la más fácil, solamente hay que leer y seguir las instrucciones. Pero hasta ahora tiene sentido porque decia “no enviar certificados de policía estatales” esos se enviarán directamente. Pero todos los que estamos haciendo este tipo de trámites, hemos entendido que cualquier documento que no esté en inglés o francés, debe de ser traducido por un traductor oficial. Pero bueno, verémos que pasa. Creo que el no saber qué es lo que va a pasar después de que uno envía sus documentos nos hace preguntarnos muchas cosas, sobre tiempos y qué es lo que debemos de esperar. Deberia de haber un mapa en algún sitio sobre los pasos a tomar, como un diagrama de flujo. He escuchado que lo hacen a proposito para hacer largo el tramite. Pero quizá sólo son opiniones basadas en experiencias dónde no reflejan hechos ajenos a la percepción individual.
